Scolling via Mouse Wheel not working in Filter Panel

HI..just noticed something strange... I added ALL the filter panel options to the filter panel and then removed the ones I don't use one by one... the scrollbar appears per normal, but when I try to scroll using the mouse wheel, it doesn't work as it does for all other panels. 


I also just noticed some "screen corruption" in this panel when using the scrollbar.... does not happen in any other panel for me.  Gif file to demonstrate:

That's no screen corruption, Windows is just refreshing the Window slower than you scroll. Optimization technique, scrolling the FP is uncommon.
About the scroll wheel, I don't know. Windows is respsonsible for scrolling the Window under the mouse, but the FP has tons of nested windows, each with its own scroll range.

Not needed.
As long as the mouse is over the left scroll-bar (to scroll the entire panel content) it works.
if the mouse is inside the panel, Windows will scroll whatever panel form (filter) is under the mouse.

Yes.. this is the problem though... no matter where you are inside that one panel, the scroll via mouse wheel does not work.  Is the filter panel handled differently than other panels?

Ok.. deja vu here... but I think I remember running into the problem before.  My search through the forum came back empty.. but - the issue only seems to happen when all the panels are collapsed.  If you open a single panel, then the mouse wheel works again... and that came to me all of a sudden so I KNOW I ran into and reported it in the past......  oh well....

Not worth any further investigation. This is just how Windows works.
