Using the IMatch Viewer, I've successfully added peoples' faces to the database, and indeed, can retrieve the names by hovering the mouse pointer over the faces.  Is it also possible to identify someone, hovering the mouse pointer over a face in the Quick View?

Right-click into the Quick View Panel, then Toggle Annotations.
The Quick View panel does not the mouse over feature. That's exclusive in the Viewer. Else it would be documented in the The Quick View Panel help topic.

Toggle Annotations is active in Quick View, and I still can't see the captions for the people, while I clearly can in the Viewer.  To be sure, the thumbnail display of said image indicates, "This file has annotations.  Use the Quick View Panel or the Viewer to see them."

If the Viewer shows Face Annotations, the Quick View will too. Same logic internally.
Did you try another image? is the QVP in fit-to-window mode or another zoom mode?
Is the option in the context menu of the QVP checked?

No other user ever reported this problem and I can see face annotations clearly in the Quick View Panel when I enable them. Not sure what could possibly go wrong with that.
