Title: Sequential Frame Display Vs. Info Popup

When Windows is focused on IMatch, hovering the mouse over an mp4 file's thumbnail makes available a sequential display of frames, spaced a user-defined length of time apart, as well as the so-called "File Info Tip", when the mouse is hovered over the designated spot (at the upper-right corner). 
When Windows is focused on another program (for example, a said media player), but the IMatch workspace is still visible, the sequential display of frames is still possible, however, the Info Tip is no longer visible.  Is there a way to make its display possible for this case?

This works only when IMatch is the active window. Windows does not allow tooltips to pop up for non-active windows. The video sequence is different because it is not a tooltip (not a separate window that needs to be opened).
