When I open a stack in the viewer windows I can't change the top of the stack. No keyboard-shortcut (shift-t, ctrl-up) works and the context menu brings nothing up. What can I do.
Not all commands and features available in the File Window are also available in the Viewer.
At least for me it would be very helpful to have an shortcut or button in the viewer. The viewer is the only place where I can decide which photo to choose from series because of the (wonderful) pan and zoom feature of several files at the the time. At the moment a have to remember which to take and when I have 8 or more photos I have to count additionally.

You could use bookmarks or other collections like pins and dots to mark some files in the viewer. At least I do so.

+1 if you make that a feature request
I'd +1 that as well... being able to click an icon or use a keyboard shortcut (or both) would be a great way to choose the best image for the stack.
I would recommend to make this a feature request.
Posts in "General Discussions" are forgotten in two weeks and I don't search GD for posts which may be feature requests.
Although this was not made a feature request (and I had to remember where I saw this post...) I've implemented this for IMatch 2018.
If you are viewing files of a stack in the Viewer you can now set the stack top with Sift+T or the corresponding menu command.
