As far as I understand XMP data propagation only happens if:
1 - we select the master and choose "Propagate data to versions" from the Versions menu
2 - or if we modify the master and the propagation happens automatically.

However is there a way to force propagation of XMP data to all master files in a folder to their versions?

I am sorry, I do not understand your question.

If the question is to propagate all XMP data from (not to...) all master files in a folder to their versions a method would be:
- In M&F view go to that folder
- open the collections filter, filter for relations / masters
- select all masters you see now
- propagate via <f4>,P

If this was not your question please rephrase?.
