When a new database is created any custom metadata panel one has created should be passed on.

I have to disagree. A new database might require totally different metadata configurations.

Plus there is already an export/import metadata tool that would make this easy to do as each user needs.

Yes, the export/import capability makes it simple to save and restore custom metadata panels.

According to your arguments a new database should have everything at default. ("...might be different", " easy to set from saved ....")
