Let me show my confusion by showing two screenshots of TimeWiz.
TimeWiz subtracts the time zone offset before making the correction. I don't think it should
File.DateTime shows the time without the subtraction.

It seems the time zone +01:00 gets treated differently in the two cases. Explanation please.
What are your time zone settings in the Time Wiz?

Looks like this is the same as the problem I am dealing with. (I am correcting for 1 hour
after returning from DST.)
Change Time zone was selected - remove existing time-zone.
( A bit confusing - this setting below affecting the calculation above. Although I should
have noticed that there was no longer a time zone in the new value!)

That's what I've guessed since the time zone was no longer in the "after" value.
