Distribution of Label Assignments Amongst Folders

Suppose, a data driven category is set up on two levels:  Level 1 is for the labels, and Level 2 is for the folders.  What I now want to do is to simply enumerate those folders that have each and every file therein with no label assigned (belong to the so called "Other" category).  How do I do this?
